I bought a e30 and the muffler was off and I like the sound, debating on getting custom piping for the exhaust or putting the muffler back on.

to a point its okay, but it will get annoying fast. dont expect any MPGs from it though. but DO expect tickets.
back pressure is probably affected, so i would say that, yes, horsepower will be affected.
Now, if its good or bad will be determined by the speed you are driving me thinks-FREEDOM- is cruisin at 80, windows down and listening to the perfect song-thinking "this is it"
