SI lights not resetting even after cluster refurb

What it says on the tin. I was planning to eventually get it refurbished anyway then read it was a common hint of the board batteries on their way out, so I sent it off to Bavrest as that was a good excuse. I have no doubts in the quality of his work, so I'm sure something else is going on here or I'm missing something like a dummy. When I jump pin 7 and 19 and turn the key to position 1 (dash on, no cranking) and keep it there for the 5-20 seconds, no dice. I tried both a fused braided wire and an unfused solid copper wire, no difference, as well as longer and shorter times. Any suggestions? It doesn't really matter, I know, but it annoys me anyway.

If you change the position of the jumper on the SI board (the orange arrow points to it), it should reset the board as it disconnects the batteries.
You need just +12V and GND connected to the cluster to check it.

The RESET pin is also in one of the connectors.

Key needs to be in position 2.. Inspection or Oil sevice lights on, then short the 7-19 pins until reset. I got a cheap reset tool online( $10) since it let's you know when it's reset vs going back and forth. It also insures you are shorting the correct pins.
