The swtich provides ground to the relay. You can check for ground continutiy at the fues box while somebody fiddles around with the swtich. The pin numbers to do this should be in the bentley. Either that or you can try to directly power the motor and see if it moves.

I had problems where the wipers would turn on and wipe the window like once then never work again. I then changed the switch on the steering colum and no problems since. Most likely the motor for the wipers are dead. Its a PITA to change, I heard.
If the wipers go on and then cut out its the switch on the steering colum.
I think thats what it is.
