tune up then suspension

Complete suspension rebuild, replace all of the cooling system, and new ignition system would be a good start.

i can do that throughout the rebuild im think more upgrades like suspension and what not. cooling system i can do along the way with my own spending money.

I would do new bushings all the way around. suspension rebuild, depending on how your shifter feels maybe new bushings there, basically a tune up like everyone else is saying. If you have extra you could get wheels, or with the suspension tune up get coilovers

Not sure if your car has an lsd, that would always be a nice upgrade

If you are talking upgrades rather than maintenance this is what I did to my 84 318i (in order):

Bilstein Sports & Eibachs
5spd swap (you probably dont need this)
Aluminum flywheel (8lbs)
headers
Ansa Sport exhaust w cat delete (you can probably skip this too w a euro spec)
16" wheels w 205\50\16 tires
e36 rack

I spent a good chunk of probably 1k on suspension. And a lot of that were barely used parts. Everything is done, except the trailing arm bushings and rear subframe. I would spend it on tune ups.
