Coolant is still brown and fishy

You know... it kind of looks like someone loaded your cooling system up with 'stop-leak' pellets at one point in time. Just a speculation, that's all.

that looks like rust, flush the engine and core heater as well, just keep shooting water through it with the hose till its clean?

When I bought my F150 it had 150k miles and was never flushed, it looked horrible. So I took out the thermostat, opened the drain plug at the bottom of the rad, held the hose on the overflow tank, and let it run for nearly 45 minutes until the water came out clear.

Keep flushing or new radiator. Your choice/time/money.

if you plan on keeping the car bite the bullet and replace everything...the whole system and pull the heater core and flush that
