I have also noticed in the many odometers that I repair that the gear posts (metal guides for gears) can sometimes get cruddy from the original gear set. If the guides are not cleaned well, the new odometer gears will not spin well. I sometimes have to open them up with a slightly larger drill bit so that they move more freely. I also file down all the old crud off the guides.Owner - Bavarian Restoration

Probe the brown/red wire coming from the sensor into the cluster. It will show around 6 volts AC, set your digital meter to AC volts. You can also use a test light and view a pulsed signal that increases with wheel speed. (car raised with jack stands)Owner - Bavarian Restoration
