In the salt belt, rust is an active organism. It's way nastier than what we get here.

Try keeping at it with the VHT 2000f stuff- I found that after the 2nd or 3rd time
(tri-y headers) it eventually did a pretty decent job.

I painted the exhaust pipes after the headers/y pipe since it was really tight and I didn't want to fight getting it out and putting it back in. Pipes are red and muffler is black and I painted the tip black as well...

I used POR Degreaser and Metal Prep after wire wheeling as much rust as I could. The Metal Prep etches the surface and hopefully works well. I had no VHT primer, so I sprayed directly on the metal. I hope it holds on and doesn't flake. Currently everything is sitting in the heated basement "drying". VHT paint can says it needs to dry for a week.

Starting to work on the gas tank tomorrow once it arrives. I ordered a Spectra tank that has some sort of rust inhibitor coating. I plan to use the POR degreaser and metal prep to clean and etch the metal surface and paint with Rustoleum SEM Primer and paint.

But still, the paint is going to just flake off and you will still get rust. Only way to beat it is to have a stainless exhaust made up, but that gets expensive.
exhaust often rust on the inside worse than outside, one of the by products of combustion is water so if you do short trips and don't get the thing stinking hot to evaporate it all away then you get moisture sitting in there. id never bother with mild steel exhaust again if you plan on owning a car for a period of time

My new Thrush Glasspack came painted red. But I've never bothered to paint one before.

This was one of those "while i'm in there" projects. I had to figure out how to get the exhaust out to get to the tank anyways.
