I've got a '92 325i convertible and drive mostly city streets here in Los Angeles (always crowded). My gas tank on a fill is about 14 gallons. If yours is 14 gallons and you get 180 miles on a tank then your mileage is about 13 mpg's. You should be around 18 - 19 mpg in all city driving. My first guess would be the oxygen sensor but you say you just replaced it recently. Next I'd look into tune up items (air filter, oil & filter change, new spark plugs). Have you replaced your spark plug wires ever or are they the original ones (since the car has only 56K). Bad wires would make your car run rich.
You say you get 25 mpg highway which is good (23 - 26 mpg is about normal). So maybe it is your driving style in the city. I have a Dinan chip in my car, which noticeably increased my low end torque. When I accelerate from a stop, I don't go over 2K rpm so as to get better mileage. Even though I limit myself to 2K rpm, I'm still usually the fastest car off the line. So if it's not something mechanically wrong with the car, but your driving style then you might try installing either a Mark D or Dinan chip (Mark D chips are $200, Dinan chips are $250). This will enable you to only accelerate to 2K rpm off the line without being sluggish. I've heard the Mark D chip is even better for fuel economy than the Dinan but don't know for certain. The JC (Jim Conforti) chip is the one most people have/recommend, but it negatively affects your mileage.
But check your spark plug wires first. A 14 year old pair of wires could be in need of replacing, even though they only have 56K on them. If they do need replacing, upgrade to either Magnecor wires or the Ireland Engineering 8mm performance wires.

Everything but the wires were just replaced that you mention I need to ask my Mom if she remembers replacing the wires. If she doesn't I will call Crown Auto (a shop in W.L.A. on Pontius) which maintained the car after it left waranty.
