Are you 100% sure that the lock washer isn't holding it AT ALL? Bend back the bent over flaps with a chisel and hammer.

Ill take a pic here, it was snowing earlier so not ideal work weather.

I cant recall see a lock washer though, it looked like there was nothing between the tie rod and steering rack

So some play has developed in the rack, looks like I might need a new one :(

With as much force as I could get on that adjustable wrench with that pipe sleeved over it, it would not budge. I had soaked it in liquid wrench muiltiple times and beat on it with a hammer also.

You're making it really hard for us to try and help you. Just take a picture of the joint where the inner tie rod meets the rack. A clear, well lighted picture. Not a vertigo-inducing YouTube video.

Also, move the rack all the way out on the side you're working on. At least you can see the lock-washer when it's there.

I opted not to move the rack all the way out because I have read that it is worse for the rack to apply torque when it is out, it makes a larger lever I guess

                Post a picture.

It's probably a waste though if your rack is rotating like that.

I would say there is no lockwasher, agreed?

judging from the video you are tightening it instead of loosing.

Well just rewatched the video, and yes I was tightening it in that, but prior to that I was not. I just got confused with holding my phone and turning the nut

No lock plates. Probably tons of lock tite. Yeah you need a new rack if it rotates like that.

The rack may not need replacing. The clue would be how much play there is between the steering shaft and rack shaft, or if the rack was leaking.

There is no lock plate at all, thus it is probably held on with Locktite. Heat will be necessary to break down the thread sealant.
The car makes it possible, but the driver makes it happen.

Well Im going to hit it with the torch. Sagaris recommended I heat the metal of the rack, because that would heat the loctite better/quicker.

How would you guys approach this situation?
