Are you 100% sure that the lock washer isn't holding it AT ALL? Bend back the bent over flaps with a chisel and hammer.

So some play has developed in the rack, looks like I might need a new one :(
With as much force as I could get on that adjustable wrench with that pipe sleeved over it, it would not budge. I had soaked it in liquid wrench muiltiple times and beat on it with a hammer also.Comment

The rack may not need replacing. The clue would be how much play there is between the steering shaft and rack shaft, or if the rack was leaking.
There is no lock plate at all, thus it is probably held on with Locktite. Heat will be necessary to break down the thread sealant.The car makes it possible, but the driver makes it happen.
