Um what? If you have to 'pull open' your shocks to get them to full length then they are blown.

This does not apply to every damper design. Google around, I'm not an expert so I won't try to lecture on the subject. Suffice it to say that the function of a damper by definition is to resist velocity, not compression.

I just ordered the same shocks and they came compressed as pictured by the OP.

OP you might want to search around about the shocks anyway for your own information. In order to adjust the rears, you must extend them fully, poke the rubber bump stop down from the top and pull it off the shaft along with the plastic clip. Then fully compress and rotate, you'll feel the two prongs in the top of the dust cover engage the two holes in the top of the shock body (this would be blocked with the bump stop in there) and then you are twisting the shock body and dust cover "against" each other clockwise/counterclockwise to adjust the level of rebound damping. Righty-tighty for stiff, lefty-loosey for softer.

If the shocks fought compression like a spring, adjusting like that would be a real PITA.

They are PNP, but if you would like to take advantage of the adjustable rebound damping level, I thought I'd make the process clearer. Those printed notes are a bit confusing.

Koni has switched to gas charged rear on most I was under the impression except in their classic Red's are style all hydraulic system. A part number would really help.

                  This.

My konis didn't come with dust covers and they were all about the same length.
