      Wheni let go of hte wheel mid turn, it will turn back a little but i gota pull it over the rest of the way.
      That sounds like a problem with your rack. Manual steering should center just like power steering, if anything it centers more rapidly.

          I can't imagine ripped boot would cause that. The boots are there to protect the rack.

          However...if they've been ripped for a long time, and shit's in there - that's a different story.

          So...I guess they could?
