I say do it. After 2 years of driving by an old vw bus (split window) I finally stopped and asked if it was for sale. After about 2 hours and half a case of miller high life later I offered $200 for the bus. He said $250 and get it outta here today. An hour later I was unloading about 200 vaccuums (from the 60's) in my driveway. I had a blast:D

UPDATE! Thanks for the interest everyone! You've really been driving my curiosity (no pun intended). I stopped by to talk to the shop and the kid didn't know much, except that the boss just keeps a shitload of cars on the lot for no apparent reason. He urged me to stop by soon chat about it. I asked him if he knew anything at all, but I don't think he was even aware that there was a BMW back there in the first place.
Dumbass I am, I forgot my camera... But I did check for some more scouting points:
-Keys are in the car (one thing I was worried about... having a car but "oops, I guess we misplaced the keys after the Berlin Wall fell")
-The rest of the front end looks straight! No real visible dents or areas for vicious rust to form.
Pics or ban... I know the drill :)

Don't even offer any money.
Do what Scotaku said, and offer to tow it off his property to get it out of his hair.
Then go upwards from there.
If he just wants it gone then you'll be doing him a favor. Immediately offering him money for it will put that dollar sign in his head. Offer him $200 and he'll say $300. Offer him the relief of having to deal with it's disposal and you might just get it for free.
