Seriously, stretching tires to run wider wheels is just stupid, and defeats the purpose of having them in the first place. If you want wide wheels, you need wide tires, otherwise, its just extra unsprung weight. If you can't fit the tires, you have no business with the wheels, or you need flares.

Stretching tires changes the dynamics of the tire, keeps a more consistent contact patch under hard cornering and pre-stresses the sidewalls so they are much less compliant. A lot of people do it just for show, but it's not without its effects.
