I just went through my entire heating system trying to get mine to blow hot.
Check the difference in temperature on the coolant pipes before and after the heater control valve. if its the same check the temperature difference between the input and return pipes for the heater core.
If they are all cold, bypass the pressure bypass valve (your car may or may not have one, if it is a late model it will. Early model may have one if it was installed under warranty) Its located on the input hose coming from the back of the head to the top pipe of the heater core.
Cheap fix if it is the heater control valve is bad: drill a hole through the solenoid. You'll always have heat, but you can just close the vents.
Ya, I have the 24v swap. I saw the thread. My heater was blowing SUPER hot for a week or two until it started blowin almost warm at best. Do I have to drain the coolant to do this?
Got mine blowing hella hot again.
Turns out my cables behind the HVAC panel just needed to be adjusted.
I'd check that - it's an easy fix if they've just popped out of place. You just may not be opening the flap all the way.

If so just crimp them before you take them off with vice grips if you dont have the correct tool.

As elementary as it might sound, are you sure the temp isn't set to warm-hot? Even with the fan turned off, it will still allow warm air to pass through. I have noticed this in multiple cars, and I usually just set the temp to the midway point when the fan's not in use.
Your problem sounds more like the heater valve though. Best of luck.

Just to update the thread... Aside from my Head gasket being blown, the hoses were backwards. The one in the back of the head was on the top, and the spider on the bottom - WRONG!
