Thanks to everyone. Just to set the record straight, the issue has been resolved. Much to my surprise, I actually received two wheels from Federico last Friday but they were the wrong ones. Bottom line is that I need the wheels to have a net offset of 23mm; I could either use +38mm E36 wheels with a 15mm spacer or +15mm E34 wheels and have them machined down 8mm to +23mm.
Federico sent me one +38mm RGQ wheel that was wrongly machined to around +46mm, making it completely worthless, and another +15mm RGQ wheel that wasn't machined at all. Both were brand new. I called him and he initially offered to find some more wheels and take care of the problem, but I just wanted to finally end the transaction since it was costing both him and me a lot of time and money. I offered to pay for one wheel plus tax and have it machined out of my pocket, but I would return the useless +46mm wheel. He agreed, but said to keep the +46 wheel and do whatever I wanted with it. It's now sitting under my coffee table as a centerpiece.
I was wrong about him, he obviously took too long and made too many mistakes along the way, but tried to make things right in the end.
Oh, and Saul, SCU has some really hot girls. :D

Kinda reminds me of the first time I saw RGR's on a red E30 M3 in European Car...just badass.
