I want to move the relays AND diagnostic port in to the harness bracket.

Zeke, the booster is most definitely not in the way. The 318iS came with the exhaust same booster from the factory and its diagnostic port is in the harness bracket.

Is there thread somewhere with a list of parts required to do this.

1,2,3, and 15 look like the basic items you would want. Are there any others?

Nice find. Items 21, 22, 23, 24 it is then. Any recommended clips or fasteners to go with them?

nope but a hack saw or dremel will help you install it.
you need to remove some of the studs on the piece of firewall that bolts to cover the blower motor.
put you new m3 piece and mock it up on the firewall and figure out which ones you need to keep.
you for sure need one on far left side(passenger side) of the fire wall.

Doing this right now. Did the cover assy end up touching the intake manifold (m20)?

yes, it needs to be trimmed.

When it was all said and done was the cover still slightly touching? I had to trim the tray just to get the cover on as it was so tight between it and the intake. I'm wondering if it will be ok if it i lightly touching the intake.

yes but it doesn't matter. the plastic cover isn't going to hurt the engine. :p
