I am NOT taking the seller's side. I am just trying to dispel some of the myths about internet buying and selling. My points were aimed mostly at several replies to the OP, trying to clarify or correct things that were written as "statements" when they had no basis in fact or reality.
I'm surprised no one suggested the OP hire a lawyer or call the FBI since mail fraud is a federal offense- I think they have a special department that handles cases of old BMW parts transactions gone wrong over the internet.
For clarity, let me say that the OP has every right to be pissed, and he should do everything he can to get his money back, and IMHO, the SELLER needs to make this right somehow- BUT, some of the suggestions and ideas in some of these replies are completely worthless.

This is why I find the idea of shipping insurance to be disgusting. It was obviously run over in the warehouse, mangled in a sorting machine, or dropped under the mail truck. You shouldn't have to buy extra insurance to protect your package from damage inflicted by the business you have entrusted it to. It should be on the USPS (or any shipping company) to accept responsibility for their own screw-up regardless.
That rant aside, the seller had no obligation to buy the insurance. If you had expected him to purchase it, the fault is yours for not asking what his shipping quote included or specifying that insurance was desired. Whether you or I would consider purchasing insurance to be a given is a moot point.
There is no mail fraud here, unless you can prove that the seller willfully sold you a damaged wheel after presenting it as something else. Would I be furious after discovering my $400 purchase in this shape, definitely. But in this case I see no recourse.

Apparently the dude, has a sex toys shop in the Inglewood area of California. I will do some homework and get back to you with a phone # or address.
I also hope, for your sake, that you followed everyone's advice and made a paypal claim.
I have been in this seller's position before, and even though I lost my ass and took way to long to make it right, I did.
