I've been told many times over by all shipping companies that insurance protects the sender and not the receiver. I have never heard of an item being repacked by a shipping company b/c of damage. NEVER. It is more common for a shipping company to return a package back to the sender b/c of damage in transit. It is then the senders responsibility to file a claim for damage and get his money if package was insured. In fact, a shipping company encourages the receiver to refuse the package if they are not happy with the way it looks.

This is in place so businesses do not get screwed over issuing refunds for items damaged in transit. The insurance is in place to protect the seller. Seller needs to issue a refund and deal with this matter on his own.

It is clear that he was out to scam someone right from the start.

EDIT: OP, I suggest you making a scan of that letter that arrived in the box and threatening the seller with showing it to USPS unless he sends you a refund immediately. Since this is USPS, I am sure he is actually braking some sort of Federal law forging that letter. This is a big deal. If he does not comply, approach USPS with this letter. But first, file a paypal claim.

seller placed that letter in the box, framing the shipping company.

value a Mtech wheel from a dealer for insurance purposes and profit.

even at realoem that wheel is just over $500...

this was pre-meditated from the getgo, with intentions two plans...

a) you'd do nothing about it after several attempts.
b) you'd file a complaint, he would file shipping damages and profit from the dealer spec pricing on a new wheel.

For what it's worth, this wheel was recovered. It's not wrapped with factory leather. Whether or not, it adds or decreases value is up in the air but you can't get it from BMW that way.

Maybe this wheel got tore up in international shipping? The photo of the wheel in the FS ad looks like an Ebay ad wheel. There is a guy that refinishes them for 350 and shipping back and forth.

I'm not going to weigh in on the repacking, but will say that I have received letters from the USPS that have been ripped in pieces, shoved in a new envelope, and sent to me with damaged marked on the outside.

As for insurance, it can be tricky whose responsibility it is. If the seller didn't ask you, I'd put the blame on him. If a buyer declines, then it is 100% on them. In general, once it leaves a seller, it is no longer their responsibility. I don't insure low value items but will cover damage out of my pocket should something happen.

no matter what the value...sold a steering wheel here not long ago for $50 and kept in touch with the buyer to assure it worked out for him
