DIRTY30 plate headaches

So this past month I received two EZ-Pass violations in the mail from New Jersey DMV. One of them is mine, one of them is not. I am on the left with PA plates then the other guy is on the right(I have no idea what state this is)

I just spent over an hour arguing that the one on the right is not me and is from a different state since the "R" on both plates are different and that the cars are totally different (Granted they don't care about the car, I could have easily put my plate on this car)

My question is, anyone know what r3v'r this this is? or what state it is issued in? I have 14 days to clear this up before I get into deeper fines.

I would guess a Georgia plate since he's got a GA sticker next to it

Don't think it is a GA plate, on the plate in the picture it looks like there is a colored bar uptop, GA plates don't have this.

It could very well be a NJ plate



And judging from the VAC sticker on the wing has a better chance of them being a local state (Philly based shop)

I don't know how to even fight it, pony up the $57.50 and walk on?
