euro cars only have the vin on the metal infront of the windshield! none on the dash, or anywhere else, so its not too hard to "cheat" the system, and who will really care on a 1990s car? good luck it wont be easy.
and the 2 E30 st. wagons I've owned have had alot of options. just got to look for the right one.
by the way, when was the last time someone was stopped, or for that matter, even looked at "all" the VIN numbers on your cars?
euro dashes don't have a spot for the vin plate, they don't have public vins over there. so yes vin stamped on the firewall, but I thought they were on body panels? I'll have to check

in 90, they started putting VIN stickers on all the body panels, but you could apply for a salvage title, then you could say you used panels off of another car if anyone said anything, there's ways around everything, the hardest part is going to be sourcing one and getting it here.
my buddy has a 89-- it had those stupid vin stickers everywhere on it, even the damn transmission. Euro cars have them nowhere but the firewall, not even in the door.
The place my DMV checks is the dash and then the label on the door sill. If those numbers match, he cares not about anything else.
it probably depends on your local laws. like I said, the DMV here doesn't even look at your car (and actually, when you get your plates/license here, you don't even go to the DMV - usually you go to a privately run business who has a contract with the state).
In NYS the dmv doesn't look at the car. You go to an inspection station (certified shops and gas station shops do it). insurance companies often look at the vehicle too.
I heard in NH the laws are more lax regarding registering a car. But I've never heard froma nyone directly that they were able to register a euro car without dealing with federalization fees and processes
