Drop matters of course when it comes to hitting a manhole cover at speed and lets not forget that if the suspension is under extreme downward force that brings the pan closer to the manhole cover or obstruction. So under full bumpstop compression hitting that manhole cover could easily cause that amount of damage.
The front of the manhole cover has a lip on it that is just asking for lowered cars to try their luck.

Worcester has its fair share of shitty roads and usually I just scrape the exhaust as thats the lowest part of my car. I'm still going to try to get some money but in the mean time I'll throw a new pump and pan on and see how the motor runs. If its bad m50/m52 swap:)

sadly, most states will deny you any kind of restitution for damage caused by potholes/expansion joints/crubs/fents/burshes and the like. it's shitty, but no one is making us drive lowered cars. it's just another risk and something to be on the lookout for if you want the style points.
i hope you get it fixed soon and for not that much $$.

* You are driving on a road that is under repairs, or at least the underground utilities are
* Its dark and foggy and your weaving all about like a dip shit
* You drive off off a small ramp, into an area where the pavement has been milled, out to allow for a new top course to be applied.
* I would assume you have driven past proper signage saying your in a construction zone,
* You Smack you oil pan on a Man Hole cover that has been adjusted to the height of the final course of pavement. That is in the MIDDLE OF THE ROAD. Meaning you were both out of your lane of travel, and straddling the CROWN of the road.
* You assume something that is no more than one and a half inches above the current driving surface should be marked?? Something any car should not have a problem clearing
* And you want someone else to pay for your mistake

Yeah your not getting shit form the contractor the city NO ONE is giving you a dime for this. You have no recourse when you drive past construction signs and fuck your shit up, those construction signs tell you there are hazards in there, and to watch for them. When you driving out of the lanes of travel its just icing on the cake.
When they raise the iron for final paving, that last course is only an 1.5"

You left out he was partially high as most of the R3V kiddies like to be while driving.
I think it will be a very hard thing to collect on , but if you dont ask to be compensated then you will never see a dime thats for sure. Many on the board are seemingly trying to set your expectations and make sure you dont think that money will fall from the cities coffers. The city has probably gone through this over and over again with other peoples lowered vehicles doing the same thing or worse so they will more than likely be well prepared when you arrive with your hand out asking for compensation.
I say go for it though if you have the extra time to fight for your cause. Everybody seems to have a cause these days so why should'nt you? At least your not trying to save the gay, baby, crack addicted , whales.
I did not know you were a weaving dipship though? I weave sometimes too even when I am driving my lifted truck when I see the city has plowed up the road like ass tards and could not care less about the damage that it will surely do to the vehicles we spend hard earned money upon. Funny thing is most people see me weave and follow suit as they realize the roads are f()c5ed and are much lower at stock height on their vehicles than I am. Some may say I am a dip shit weaver as well and thats cool. At the end of the day I am the guy with less damage to their vehicle and a trendsetter to boot.
If you do collect from the city please post documented evidence within this thread so the "nay-sayers" can choke on some crow. If not then please post as well.

Original Poster does indicate there was a bump which caused the front suspension to compress. Compressing front suspension while pan is headed directly for the oncoming "lip" of a manhole cover = "the perfect storm of oil pan carnage".

Ok 2 questions.
1 If you have a dropped (aka stiff) suspension, and you go off the bump that is indicted in the pics, you know ramped down, (there for little abrupt surface level change to cause a stiff suspension to flex that much) at a stated 15mph why did it compress that much??
