This isn't always true. Last year on our way back from a concert, my wife and I were driving near this car that was swerving and drifting. My wife looked up the number for our local police station (we were 10 minutes from home), continued to follow the lady, and talked to the operator as they positioned the cop in the right place to pull them over."Wow. We're just blowing through nap time, aren't we?"

They might have responded so quick because i told them the car was cutting all lanes into the shoulder and at one point skimmed the median.
