Specifically, why does it have early-model bumpers? I assume it is hard to backdate these parts so why would someone put on the old bumpers even if it had been wrecked? I guess they would be way cheaper. This poor rust-coach needs some love.

It was probably wrecked, and someone just threw what they had on there.
