I guess this explains why you peacefully waited now a year for your voltage gauge. Best of luck.

Call him, tell him you'll be coming down, TO TALK. Let him know you just want to try to work things out before you have to explore other options. Tell him you know that "we" are family, and you don't want to create any drama, that you just miss your car. Let him know it's not an attack, but it's you trying to pin down what's going on. Stroke his ego, and reiterate that you know he has lots of regular paying customers, even though you know he is in the wrong, make him FEEL like you think it's your fault, even though in truth, you know it's all him. If you diffuse the guys chances of explosive personality issues, you'll at least have a chance.

THEN, if he is a dick, go the route of legally bending him over and doing him proper.

Yep. Exactly. I didn't (don't) have a car to put it in, at the moment. But I'm sick of this crap. And thanks for the luck!

Already done, a long time ago, maybe a year ago. Back then we discussed taking it off his hands, having the car go to a shop somewhere to be finished etc.

report the car stolen and that you have information on it's where-bouts. he would have to prove that he has the car legally.

yep, you can. just because you give someone your keys doesn't mean they can keep your property. parents do it all the time when their teenage kids abscond with their vehicles.

                          The voice of experience ???

Its still not theft, but conversion which is a civil matter, just as the OP's situation.

If you do seek legal advice, I would recommend talking to lawyers in both NC and GA as the laws governing possession and services may be different. Good luck.

                              This.

I think because the "theft" has occurred over state lines it can fall into FBI hands as interstate commerce or something like that.
