Does the wording specifically say, "up to mfg specs"? Because, IMO, it could be argues that the modification take it beyond mfg specs, well, except for the Volvo lip, that's insulting.
OP, my suggestion would be to get rid of the black grills and volvo lip. They makes it look like a ricer piece of shit.:o
yea that was my 90' old cabrio I wrecked it like a douche and just picked an 87' I will be keeping the kidney's crome and it has an es early spoiler so no need for a volvo lip.

But then it's not up to mfg specs 'cause I'm pretty sure the car came off the line with the odometer working. No historic for you.
Don't worry about it...
Just go to DMV with a photo of the front and the side. They dont know what modified looks like and do not inspect the car in any way.
I cannot speak to the mileage restriction but if your gonna daily drive a E30 (or any car) with QQ's I think your asking for trouble. YMMV
My QQ car barely does 1000 miles a year and even that car has standard coverage (Not Classic insurance like Hagerty etc...)

Antique Motor Vehicles. Per Tennessee Code Ann. ยง 55-4-111, a person may register a vehicle as an “antique motor vehicle”
providing that certain requirements are satisfied. The vehicle:
• Must be a motor vehicle over twenty-five (25) years old and have a non-modified engine and body,
• Can be used for participation in, or transportation to and from, club activities, exhibits, tours, parades, and similar
uses as a collector’s item,
• Can only be used for general transportation on Saturday and Sunday, and
• Can be used on any day for the purpose of selling, vehicle testing, or obtaining repairs to or doing maintenance on the
vehicle.
Violations. Any person violating the provisions of Tennessee Code Ann. 55-4-111 will be restricted from participating in Tennessee Antique Motor Vehicle plate program for five (5) years from the date of the violation, will be asked to surrender the license plate and will be required to pay the full vehicle registration price for operating the vehicle. An example of a violation would be operating the vehicle for general transportation purposes on a day other than Saturday or Sunday.
