About the smog thing, it's to the point where everyone and their mom "knows a guy" and ANYTHING can get smogged for $140.
I'd go Oregon or Washington. I have been living in WA for 8 months ow and really dig it. Way more cars then CA, American, Import, and Euro. I think Ill end up here for good in a year or two.sigpic

Affordable housing. Out here in UT and any of the desert states, your entry level and upgrade homes are all stucco. The cheapest form of construction except maybe vinyl siding. In AR, the entry level homes are brick. And if your budget is more in the $250s, you get a 2-3 story brick house which you will never find anywhere in AZ, NM, UT, CA.
I grew up in NWA and my goal is to head back that direction as the place where I'll raise my family. I'm waiting a few years for the construction industry to pick up a little otherwise I'd be there now.sigpic

California is a no-brainer in comparison.
Lots of good places in San Diego. If you're an engineer, there are a lot of companies there - though I am unsure what the hiring market is like.
