Well, I just received my Autel AL519 OBD-II scanner and what do you know? It works perfectly. As soon as I plugged it in to the port, before even turning the key on, it already powered on. I then turned the key and started the OBD test. Car connected fine with this scanner and my BMWScanner. What should I do when I go to emissions? Just show them up with my own scanner and tell them that their shit sucks?

There should be, I'll try and go to another station elsewhere. Hopefully this will be more than enough proof that my car is fine.

different stations have different platforms. ESP is one service provider that is notorious to not connect with certain OBDII models.

I would encourage going back to the original station and asking what service provider they use then go to a station that uses a different service provider.

Update: Well, I took it in and it worked this time. Turns out the people who performed the emissions test the first two times did not try hard enough to get it to work. This guy pushed the connector onto the port and held it there and voila, it connected perfectly and my car passed. Unnecessarily spent $140 on diagnosing at the dealer and $90 on a scanner, although I can use that later so I'm not upset about that. Oh well, what can I do.
