      "no major car work including the spillage of fluids" was a citable offense in a condo i lived in. I did a head gasket over a two week period and all the neighbors found my dedication endearing and would stop to introduce themselves and shoot the breeze. Then the security guards would come by in their golf carts and talk story with me for hours as the car sat in a giant puddle of coolant.

        Eh, someone tried this on me one time. Had my boat in the front yard because a wheel bearing failed and the hub tried to come off. So it ended up parked in the yard for a few days because the local boat shops weren't open and I had to work the next few days. Guy comes up - says same thing really. The way boats work is if it's within X amount of the city line they can make us move it. The trailer's tongue was sticking over by about a foot and a half. I told the guy I'd move the trailer slightly so that the boat is it an angle, and put it right at that city line. Then I left it there for a few weeks just to tick them off.

          Some people have nothing better to do. Can't even paint your house the color you want anymore.

            My county classifies cars with expired tags as derelict. I've since made sure all my "outside" projects awaiting work are eligible for antique tags that never expire.

              Well the car is not insured nor registered. I dont drive it at all (I have a DD) so no need to insure yet. I have the title/bill of sale from the PO. I just didnt want to invest any time or money until I knew every little thing about the car and if it was worth keeping. It def is worth keeping just has minor issues and am doing a complete overhaul of the engine/interior/paint. Right now working on steering rack,brakes, bushings, shifter, complete engine maintenance. From there the plan is all cosmetic.

              It was a warning but he alluded to something happening on oct 15. Have no idea what was meant by that, need to talk to my sister again.

              Lastly, grass was cut 1 week ago so no problem there. Its hard to pin this on one particular neighbor I am thinking its our immediate next door neighbor who is australian...

                Noted. Now that I am dedicated about keeping this car I can take care of this. By tags do you mean license plate? or the two windshield tags?
                what state/city are you in? I am in texas so the laws can vary.

                  I know it seems silly but either insure it or register it(or both). Either clearly shows your intent to get it back on the road sooner rather than later should it ever go to court.

                    The car is on your property, not your neighbors. It is not building disgust or becoming hazardous, it is an ongoing process of fixing your car.

                    If i were you I would try to find out what neighbor it is and i'm sure, under such broad description of said ordinances you can find something that you could have them warned for. Check Mate Nosey Neighbor.

                    What is being asked of you is like asking your dog not to poop on your lawn and gently dispose of its white dog shit in a plastic bag, tie it up and throw it out in proper, county approved trash bins. A little ridiculous.

                      YEAH BUT SoME PEOPLE PAINT THEM REALLY STUPID UGLY COLORS. I just painted mine to bright white with gray trim, which was green. Nobody complained there, actually were happy.

                        Yeah, tags = License plate here, the "PERM" in the upper right hand corner means it doesn't ever expire.

                        TX may have something similar.

                          I don't know the laws in TX, but in OR you are required by law to change the registration over within 30 days. Might want to get on that. Not to mention, having the car in your name is a lot safer for you in a number of ways.

                            That is the frustrating part. The fact that it might have to escalate to something like that (court). A person seriously needs to be at the right angle on the street to see past the large 10 ft iron gate. Walk 10 feet up the street and the ATV covers it walk 10 ft back (from that angle) and the house covers it.

                            All my parts are boxed up becuase its been raining and rust, all the larger items are properly hidden under the car (on jacks) or a few inches on the ground infront of where it should be installed (valence bumper).

                            It would be dangerous if some jackass would jump the fence, get under the car and rock the damn car until it fell but other than that theres no rubbish or hazard. That part of the house never gets used as well.

                            This is why I am pro swine flu (reference: http://www.comedycentral.com/video-c...-pro-swine-flu).

                            Lastly, I was able to dig up a number that was left with my sister. I will be calling it but it seems like a non-city phone. Do these guys rolling around tend to leave their personal (job given phone?) phone numbers?

                              Most CC&Rs say that you can't do so in such a manner as that you are running a business from your home. The idea is that you aren't running a private business, unpermitted, out of your house. It isn't to stop a shade-tree mechanic from working on his own car.
