long story short.

paypal and CC companies and my own bank all asked for 3rd party opinion, and documentation of what the dispute was. Some randomn person reviewed the info. They all conclud details dont matter (since they are not gear heads so could care less if the wheels are OEM or not). Case closed.

I'm sorry to hear about all this. It's definitely pretty difficult to justify what you got in comparison to what you paid. This may not make anything better, but the state of the wheels when you bought them (not stock condition) makes things hard to put a true price on. Of course to most people us wheel fanatics are outright crazy for spending that kind of money on wheels. But I guess from a legal standpoint there is no base for how much theyre actually worth and using a market value is not solid enough to some entities. My point is that no one cares how much you paid for them as a factor. It's almost like they think youre complaining just because you spent so much money. It's shitty either way and the entities we trust to have our backs arent as passionate about the same things as we are so it's like we get the short end of the stick.

As for them being modified it's almost like you purchased someone else's project which we all know is a big no no with purchasing cars. It's the reason why I choose to buy wheels in unfinished condition and build myself plus youre confident what you end up with is tailored to your car.

I'm not trying to be a downer here, but this is probably a special lesson learned. Thats not to say the wheels still arent pretty badass. Theyre still worth a pretty penny. As for that hardware, just take one of them off and take a look. The bolts look fine, but as for the nuts they look a little funny. Remove one and check if its serrated. If it is not then at that point I would feel certain he intentionally tried to rip you off.

Again, I'm sorry you went through this and that still doesnt mean you cant run the wheels. I could even help you source new center caps if need be.

Thanks for the response. At this point I'm either looking to rebuild the wheels or sell. The guys character is what irritates me the most. Just looking to shut this guy down. Its pretty funny he has not posted on this forum since I called him out on his bullshit.

I dont blame you. I'm sure if I were in your shoes Id be just as irritated. There are unfortunately plenty of people out there like the sound of that guy. Serves him right for not posting here anymore.

I would seriously look into just doing the rebuild. With wheels like that I know I would still try to put a better taste in my mouth about them. I feel like the marks under the clear wouldnt be as noticeable as youd imagine with the rest of the wheel's clean and shiny goodness. Its just me. Just trying to help make something good out of something bad. You could still sell later and if you correct his mistakes at least that leaves you some piece of mind and probably make some money on them as well.

if you paid with your credit card all you need to do is return the wheels at your expense and make sure to insure the package. Then file a charge back with your credit card company and they will want the tracking and signature info then they will credit you.

You don't want have to wait for a decision from PayPal which can take weeks and lots of BS.

I would have mentioned that they were welded together wheels and as a result were unsafe as anything other than decoration. Non-automotive people can understand that you don't drive on welded wheels.
