WTF is this?

My dad (Stereoinstaller1, or Luke) bought me an '85 325e, and we found a lot of good parts, and a lot of bad parts. This is one of the only things we couldn't figure out the function of:

I honestly have no idea. It was lying in the trunk of the car, along with about 20 pounds of miscellaneous garbage/parts. Luke thinks it *may* be a spare tire mount, but he doesn't really know.
