Yes they are for the headlamp leveling system. When you are carrying a heavy load in your trunk or are towing something, the front end of your car will point up because of the weight pushing down in the back. The headlamp leveling system had a little knob on the under steering column panel that switches from 0-1-2-3 and what it does is point lower and lower (3 being the lowest) so that it doesn't blind drivers on the opposite side of the road.

The system is even harder to find functional than the headlamp cleaning system due to the hydraulic fluid leaking out. Once it's leaked out it's time for a new one. I've heard many stories of people trying to refill the fluids by themselves and when they are finished then it works perfectly, until the next day they find a puddle beneath their car and then they're right back where they started.
