It's the "mode" dial for the previous euro automatic transmission. Had a "sport" "economy" and "snow" settings if I recall correctly.
When I went 5 speed it looked weird if I removed it. I decided to keep it and figured I would wire something up to it eventually, like maybe a discrete kill switch.
