The relay not switching on at start up is a programming thing. All the other cars I have owned run the fuel pump for a few seconds when the ignition is first turned on to pressurize the system for an easy start up. I think that the motronic is designed to kick the pump on when the key is turned for start up but not when the ignition is simply turned to on. Splicing the gauge into the line right before the fuel rail will tell you if you have pressure problems. Jump the relay socket from pin 87 to pin 30 (double check those numbers, I may be off) and watch the fuel pressure increase. The regulator should kick on at about 45-50 psi and the pressure shouldn't go past that. If it does than the regulator isn't working correctly. If it can't reach 45-50 psi then either your pump(s) is screwed or the pressure regulator itself is stuck open for some reason. In my experience, relays rarely go bad and if they do you will hear a loud pop then nothing. I first thought my relay was the issue because it didn't turn the pump on when the ignition is on so I replaced it and when that didn't change anything I figured it had to be something else. Fuel filters are cheap and get rid of that damn fuel pulse absorber, thats probably your first order of business.

Hi guys... I got this car running a few months ago. Yes months... It took 5 years but the car is on the road! I went m30b34 with b35 management, the 3 piece 265 trans and a 2.93lsd. It's the slowest m30 car possible pretty much but I absolutely love it. I put new control arms and tie rods as well as new bushings everywhere in the suspension, so it's nice and smooth.
Here's a few pics
