The eBay ICV is likely just stuck. You can reach in with your finger or a tool and try to work the door back and fourth. Spray some carb cleaner or brake cleaner in there and shake it around, keep working it back and fourth til it moves very easily. Should be able to hear it clicking as you shake it. I would trust a clean OEM part over an aftermarket part any day.
You can test if it's faulty or not by checking resistance between all of the pins. The outer two pins should have double the resistance of either outer pin to the center pin. I forget the numbers, check the Bentley. 20 and 40 ohms maybe?Comment
