This is what he wrote back.

I received an offer of 775 shipped for next week after the person gets paid is what they told me. Since the item sold for the same price, I would rather sell it now than hold on to it for a week as I need the money for school. Upon receiving the e-mail about the canceled bid from the other person, they simply stated that they found a good deal on a T-Trim headunit that they would rather buy, so they retracted their bid. If you aren't willing to pay the $775, then I don't see why you set your max bid at that. I'm not sure whats "shady" about this. If you'd like to not purchase it, I'll fill out the necessary forms through ebay, and I would like you to cover the fee to re list an item.
And I have his phone number from when he sent me the pic of the tag on the item. I tried to call but he wont speak with me over the phone. only through emails.

It seems the guy wants to be difficult. I suggest that after trying the gentle way, you now proceed with eBay's police.

so you entered a max bid of 750, but you wouldnt pay that much for the item? why? how about if a legit buyer came and bid 749, you would have won the item.

That would have been fine IF a legit buyer came in an bid. But the fact that the person that outbid me bid more then once on the last 15 minutes to outbid me. Then retracted the bids because they found something cheaper. If they was a legit buyer they would have left the bid there.

correct me if im wrong, but once you enter a bid, you enter into a binding contract with the seller and you cannot just get out of the deal, unless there was some approval or whatever from the seller.
the seller is schill bidding, report him.

Well you can get out of the bid IF the seller retracts it. So why would he retract it if he was making more money off of it. To me he is shady. Im going to try and go through ebay but from looking around on the site last night it seems like its going to be a big pain in the ass...
IT said in the one section I was ready that if you retract the bid because of the wrong amount was entered, you then need to re bid right after the correct amount that you meant to put in the first time.

                            Some things to consider . . .
You did enter into a contract with the seller, but eBay works hard to protect the buyer from fraud. This does sound shifty and I suggest you go to the site map link to find the info to report schill bidding.
If you do not pay for the item, the seller cannot leave you a negtive feedback, but he can open a non-paying bidder claim. If he does this, you get your say about the shifty behavior. Worst case for you is you get an unpaid bidder strike on your account. As a frequent seller, I allow buyer's with one strike to bid, but not two, so you are not completely screwed if it doesn't go in your favor.
And some advice from an old guy; people say shit all the time about back up buyers and such. It's up to you to decide if you want to play their game or call their bluff.
                            Good luck!

Yeah, I have 100% feedback on Ebay. I have been a seller for over 7 years. I had one Neg feedback against me as a seller but it was taken care of and it wasnt even my fault. That was about 5 years ago.
So I think I will have Ebay on my side if it comes down to it.

just tell the seller of the item to file a claim with ebay for his money back. basically it lets ebay know that you dont want the item anymore, and hes fine with it. he gets all his listing fees and final value fees refunded, and he can go ahead and re-list it.
