Silliness aside, that is at Los Alamos National Labs where the payload was being integrated to the spacecraft.

We sold some star trackers to SpaceX for their Dragon capsule, and we use their rockets to launch our stuff. One of our spacecraft will be on one of the first launches of the Falcon Heavy...
