firstly, I dont see how a build like this would have anythign to do with gran turismo.
I choose M3 because one it would be done it would be one of the meanest M3's on earth.
and for wings, id probably have something that resembles a porsche 962C rear wing, but sized to fit an E30 trunklid, as fot the body widenign, mine will kinda resemble a '75 CSL, but maybe not quite as wide, and ill see your 2500hp and raise you another 500 for an even 3K. as for the brakes, i just want somethign that will deliver F1 stopping power, so if an actual F1 setup wont work ill need something of equivalent stopping power but in a setup that will work.

If I had real Money I'd get some real fucking cars. F430, Konenigsegg CCX, and an R8 for winter. It's going to be a minute before I feel good about spending that kind of money on cars, its a big enough hassle keeping 3 cars running(poorly). I think my next step is an E39 M5 but I need to get rid of something first, I really need to stop hoarding cars.
