pretty similar in NV, as long as you don't get a CEL at smog testing your good to go. I love my stage 2 WRX.

Get this, a license in SC is 30 dollars and good for 10 years.
Massachuetts its 70 dollars and good for 4 years.
A learners permit in SC is $2.50 and good for a year
A learners permit in MA is $30 and good for a year
So if I am 15 and have 3 dollars, I can legally rip it up in the blue ridge mountains.

In PA, license renewal is pretty cheap... $29 for 4 years.
Car registration isn't too bad: $36/yr... My 8800 lb GVWR Cummins 4x4, however, is a bitter bill to pay: $156/yr.
