I live in an HOA, a sucky HOA.

They put a warning on my rattle can painted beetle while it was non op on my driveway threatening to tow it away but lets people paint their house fuscia and have a garden full of 5 ft cacti with year round christmas lights on and 2 ft of weeds and uncut grass.

This is why I'm buying a house out of town when the time comes. Something surrounded by trees so that nobody can check if I miss one torn screen or if I have a car or two habitually hanging around in disrepair.

You can always dump a few bags of lawn fertilizer on their lawn, and see how soon they will mow their lawn :)

Taking care of your property is common courtesy. I live next to a waffleswaffleswaffleswaffles lawyer from San Paulo who doesnt do shit to her house or yard. Its embarrassing to have people ask if "that" house is abandoned. I live in a nice middle class neighborhood where everyone but her takes care of their shit.

The appearance of neighboring houses does affect home owners, and everyone should give a shit about that and maintain a reasonable level of cleanliness and repair...but a fucking screen?

On a more serious note just yank the screen, they wont notice since the other one is busted and nothing would look better than a torn up one.
