    you can tell them about if but dont be a jerk about it. just bring it up casually in a conversation. maybe they dont have the cashflow. who knows. but now that im thinking about it. i wouldnt bother.

        Id just personally leave it alone, then yet again if they ARE "nice" to you guys then yeah, buy a replacement and just bring it up casually during a convo about your yard or something haha, i never had that issue. The fence that seperates me and my neighbors was leaning towards my side, i wasnt too bothered about it then i just mentioned about it casually, within a few days problem solved. I got good neighbors, we dont have those neighbors that get all grouchy about how their neighborhood looks....as far as i know haha.

        Dont mind asking OP but how old are the neighbors honestly?

            Well that right there makes sense as to why it's not done. Just go over and offer to fix it. She likely doesn't even know where to start in regards to fixing it, or she never even noticed it's torn.

                I was betting that her college age sons are likely hipster speedbumps that are to preoccupied with their iPods and flannel shirts, and without a Dad around, they wouldn't know how to replace a screen.
