Well it was supposed to be a direct transfer because I have been at CC for 2 years now, I never even thought it would be an issue. Apparently there were 2500 people who applied for transfer and only 850 spots.

that said. yes. it would have been a direct transfer, but if there was no selection process there would have been no application. way to care about your future enough to find out some details.
