Email one of your local news station about the situation. If they're interested, he'll be out even before the station could even air it. Something like Call Kurtis from CBS Sacramento.

The fact that the owners/CEO don't care makes me question the legitimacy of the business, or your story. It's either blatant unabashed nepotism, or a bull shit story. I can't see payroll or an accountant just let it slide unless they are getting handys from the owner under the table.

If the owner doesn't want to fire him he doesn't have to fire him. If the owner wants to give him a raise he can give him a raise. The employee handbook can be thrown out the window whenever the owner wants. It's not an employment contract.

true.....i remember being told "you get paid to do what you were hire to do!! not to monitor what people do thats not your job" so i took grampas advice "your job is what pays the bills. take care of your job and don't worry about everybody else or you'll go crazy!

So, way more is going on here than what meets your eye. The bamboozler in question has upper management over a barrel, for past transgressions on their part. I would leave with the quickness. Sounds like a completely toxic workplace.

I'd say take it to HR. There's no reason this scuzzball should be running the joint.

Does your company have written policies regarding this? In the world of business, it usually doesn't count unless it's in writing. See what you can find regarding clocking in/out, padding hours, discipline, etc. If you can show that his verbal warning doesn't match the written policies, you've got a firm case.

Also, is your company independent? Or is it owned by a parent company? If it's the latter, you could go outside your building to a corporate HR person and file a complaint.

Good call. I'll look in the employee handbook. It's private, relatively small and fairly new.

Nope, it's a fair wage but could be replaced elsewhere. Going to meet with my boss this week and give them the Me or Him decision.
