Graphic Designers for Vinyl Decal

Any graphic designers in here that can turn a regular image into a vector format: .ai, .eps, .pdf, .svg, or .dxf?

I need a 13" (w) decal of either of the following, but all the custom decal guys around me want vector files to make sure there is no distortion with the image being resized.

The largest resolution I could find of these images is 1365x1024 in .jpg format

Yeah, I bought that one, and it wasn't blown up from a vector file so the quality is dogshit. But thanks for the help, good looks
