I don't feel like reading, but my guess is that they are doing it to control the wolve population. Wolves are a fierce predator, and if their population gets too high it could be dangerous for local humans, and their livestock, as well as the other animal populations in the area.

Alaska is not a frozen wasteland. They have lots of farming and agriculture, and livestock can be any animal captive for use by humans for food or labor.
