because there is fear in the market, the fear of doing nothing (like before the great depression) possibly causing a collapse of markets worldwide. It's a huge risk either way - the bailout could completely backfire and leave us holding the bag, alternatively doing nothing and letting the financial system hang isn't a good idea either. Whatever happens you'd better hope they make the right choice because the consequences are pretty dire..
