Those funds should lay in wait for the inevitable day that a civil project needs to be torn down before falling down.
It really doesn't matter if the money comes from federal or local revenues; that is part of who the project serves. It is the failure to properly plan these projects that is at fault... and I don't see -that- changing in this spending bill... on either level. :(- Sco
