It DOES have an effect, different from alcoholic effects. Typically safer and slower by comparison, but still slower reaction times. The whole factor of stupidly speeding or something isn't there, but totally replaced by the cellphone style distraction.
Not really sure what the point of the article is, if you're high enough to get caught then you shouldn't have been driving in the first place. But from what I've seen you are a lot less likely to be in an accident high vs stoned.

it does slow you down considerably, ie driving the speed limit or five under... i don't think its nearly that big a deal though, most people i know claim to focus more on driving, because they know they're stoned lol.
