Dallas police are now required to check on the ticket whether they knew the race of the driver prior to the pull over.

Because the new law may make sense if there is an overwhelming majority of Race X on the force and an inordinate amount of tickets written are toward Race Z.

When race x lives in an area where they are not the minority but the majority and the majority of the crimes committed in that area are by that race x. Then its not picking on the minority, its called math.

Besides as law enforcement has showed profiling works for a reason, look like a criminal; probably a criminal. It applies to all races.
