Actually, the sorts of people who commit this kind of random gun violence are pretty immobile. Your average 14 year old with a gun (like my neighbors) is not likely to travel out of DC. Ever. I remember one employee we had in a building who had literally never been to Rockville in his entire life. 10 miles outside of DC. Never been there.
So yeah, this would actually cut down on the available supply of bullets to your average useless underage thug. And all the illegal gun dealers would up their prices as well, further impacting these people.

I am so glad I moved out of Baltimore (and halfway across the country). Stinking filthy cesspool of human trash.
And yes, there are people who will NEVER leave B-town in their entire lives, (I know from personal experience, long story, but funny) and those types of people usually are the same people who somehow attain arsenals of illegally obtained guns and (GASP!) illegally obtained ammo.
So the right motive in mind? sure, let's make it harder for those people to shoot other people. The right way to do it? heck no! It just isn't going to work, plain and simple. Any rational person can see that.
Heck, I can fly back there, crash at my parent's house (an hour outside B-town) order bulk ammo online, and hit the streets of Baltimore, and rake in the cash! (or get shot).Comment

Your in jesery so I can understand your confusion. In the free world (out side of your little NE chunk of the country IL and CA) we can buy all the ammo we want with out a back ground check. Its the guns that require the check ;)

I shoot .308 and .45acp, mostly I know, (really though .222 is about 18 bucks a box for good top shelf shit, thats not too bad). .222 is like $30 a box here. It's nuts. I had to shoot a few boxes to get shells to reload. Even at Wal-Mart it's still like $28 a box.
